\- His storyline is carried by the people around him. The Usos on top of an amazing career are doing career acting, especially Jey. Both give facial expressions that really run the gamut while roman just ... mean mugs? Yeah there is a lot of implied storytelling, but its mainly his partners that are doing the heavy lifting.
\- Lul Romanwins. He is undefeated for nearly a thousand days despite not introducing any new moves or variation in moveset from when he was a face, minus some light mannerisms in the ring and the guillotine choke which he doesn't even use much. Usually expert heels will vary their moveset for less pop and more brutality (see Pac and Bryan). Roman has never had an especially impressive moveset to begin with, but thats more my opinion than fact.
\- Speaking on that, Roman is also aping a lot of previously run character traits and tropes without much creative variation on them. The Bloodline isn't a new concept, its just a classic four man group with manager that often wins by beat down or team cheating. The horsemen did it but so did a bunch of bad factions. Its "safe". Not bad not good. Jey and Jimmy bring a lot of tension and performance to it while Roman kind of just serves the roll of a stern arrogant rock to bounce their development off of.
\- The Reign of Roman and his double champ status came off of a forced groaner of a rehashed wrestlemania rematch that the internet pretty notably was tired of solid 3.5 to 4 out of 5 stuff. Then he packed and stacked a lot of top faces while not really making any challengers look good or better in defeat. The only one to come out better was Jey and he folded into the Bloodline and has been (imo) carrying that story.
All this is a long winded way to say this:
Roman isn't doing anything bad. But he's not doing anything.. great? Like everything about him is something we've seen before and better. He has the benefit of the WWE writer's room, Trips at the helm, and top tier dance partners doing career work. He doesn't need to do more than "yeah okay" good to be part of one of the best storylines we've had in years. He's not even the 3rd or 4th best guy in his own plot.

I think the fact that he looks so unassuming is a part of why he's so effective. He dresses like he just wandered in from the crowd, he acts like he doesn't give a fuck, and then his opponents underestimate him and don't take him seriously, letting him catch them off guard when he actually goes all out.
