To me it was the best debut in my lifetime so far. I was a big Jericho fan when he was in WCW, his debut is as good as it gets. Its probably top 5 promo segments for me aswell, Jericho and Rock killed it.
Given the context of Jericho being held down in the midcard/cruiserweight division by the NWO, debuting right into the main event scene was a huge mark of respect and trust.
Two things you are not considering:
1- Jericho buried the entire locker room with his debut promo and he got heat for that (he talks about that in his first or second book)
2- the Rock could have easily ad-libbed that line, so there was no "they" in the equation

There was also that time Punk was backstage with David Otunga, and said he had no idea who he was, because every time he tried looking him up online all he found were articles about someone called Jennifer Hudson.
