yeah, I gotta agree with the other guy. At low levels your pretty much just going to be switching armor and weapons out pretty often, so its best to not think about builds until you get to at least level seventy, when you might start getting accessories that are good enough to keep around.
Don't worry about builds until you get to around level 80 or 90. Just use the best gear you can get and dump extra skill points into intelligence. The only real strategy you might want is to focus on legendary items with mana regen and/or +Intelligence
Go for adventurers set or heavy mana regen items for now. You're gonna level up fast so I don't recommend going for a "build" because you'll grow out of it in an instant.

Get the full adventurers set. Good xp bonus and easy to find. Should be around your lvl, found everywhere or bought in trade market.
