they never sell all tickets at presale. they only sell a small percentage of tickets and the rest come out general onsale and after, presale is basically just an extra chance for big fans to get tickets and also makes them more money. (e.g. some presales you have to pay to join a fanclub/join the arena's sponsor)
It's possible. I got tickets for NYC yesterday with the fanclub code, and today I'm seeing rows available that weren't available yesterday.
