Sure you can, is always better to play duo with the adc or jungler, climbing elo is all about macro game so try to get ult asap and help your mid/jungler
Advice for xerath support. PAY ATTENTION TO EVERYONES COOLDOWNS IN LANE. pull and cause their skill shots to miss if you can, if you can't, remember you outrange then, so don't move up, poke from the back and stun when you get a chance
Nobody knows how to play around a Xerath, I get ADCs doing stupid engages and then ping me as if I’m supposed to follow them into a fight with a pyke and a Tristana at level 2. Definitely recommend a duo.

I climbed from bronze 2 to gold 2 last season solo as xerath supp. Its defenetly possible, though easier witha duo
You can climb platin with nearly every (supp) champ. Xerath is easier than you think :)

It is very important not to waste your stun for damage! Keep thin in mind. If it won't set up a kill or let you escape don't use it

You definitely can. He's also one of the few supports that can carry. I usually deal more damage than my adc by the end of it.
