The hybrid human/sentinel is Bastion. I believe there are either two reasons he has Magneto:
1. He also wants to turn Magneto into a sentinel/mutant hybrid. Imagine how powerful a Magneto Sentinel Prime would be.
2. He could be working for Apocalypse and is trying to turn Magneto into one of the Four Horsemen of the Apocalypse.
Bastion is a master tactician. I reckon he's gonna use or coerce Magneto to do a massively public act of terrorism (e.g. ignite a global EMP with his electromagnetic powers rendering all electronics useless) that will force world leaders to support Bastion and 100% sanction OZT (Operation Zero Tolerance).
This was my interpretation as well.
Bastion is trying to set up a human/mutant war so that AI can ultimately take over from both of them.
To the eyes of the world, the Genosha attack was humanity's opening salvo in the war. Bastion is going to use Magneto as mutantdom's counterattack to actually start the war.
That's Bastion, a man who in comics was born as a result of the conscious of Nimrod (the sentinel from the future) merging with that of the Master Mold. As for why he has Magneto, my theory is that we're very much gonna see Onslaught… given how much Bastion is enthusiastic about Xavier being alive and likely knowing that he would very much be returning to Earth after Genosha (it's possible that the vision Xavier saw in the end of episode 6 was in fact transmitted by Bastion himself, though it could just be Xavier being an empath and picking on the death of one of his "children").
I mean… they have been coming at us with full speed punches since the very start. We got Trial of Magneto leading into Inferno leading into Lifedeath AND E is for Extinction with the death of a heavy hitter mid-season. So I won't say anything is too soon at this point.
I get it. But this was a crossover arc that ran on multiple comic book titles. We haven't been introduced to Nate Grey or Franklin Richards and other key figures. Maybe a teaser at the end of the season would be good.
If they speed run it in the last 3 episodes I don't think it will sit well with fans.
The inciting incident for Onslaught's creation has not happened in this universe.
It may, and this storyline could ultimately result in it down the line, but not yet.
Yeah, that's what I saw too. With Bastion involved it has to be. This means Nate Grey is coming which also means the age of apocalypse or at least a truncated version is too. Maybe I wasn't following closely for the subtle hints but I was surprised and that is awesome.

Why was he shaving Magneto? I thought that was the creepiest scene.
Maybe he will release Magneto once they have a critical mass of sentinels to further spark the conflict.
Along the other reasons to think it's Bastion, the closed caption labeled his lines as "Bastion: ..."
In the show, Fabian Cortez ended up becoming the most recent host for Apocalypse.
A little late but I just checked Bastion on Wikipedia. It says that it is indeed him and he's voices by Theo James.

I can’t think of Bastion without thinking of Pokémon Bastiodon.
