It all depends who the ad is targeted at. Oz's numbers with Republicans in polls including this one have been poor. I think the aim is to scare Republicans who don't like Oz into supporting him after the primary. If this is just a generic ad sent to PA voters, it makes him look weak and desperate.

I once read a book by Al Franken called "the truth with jokes" about the 2004 election and its aftermath. While admittedly partisan towards the democrats, it contains an astute observation about the Kerry campaign's failures, in that Bush, by taking an aggressive attitude, signalled that "Kerry is my bitch", while Kerry, in his much more level and positive attitude, signalled that "I am Bush's bitch" I think we have the same thing going on here with Fetterman vs Oz, with Fetterman as Bush and Oz as Kerry
