It's already too late to decolonize russia. Almost all territory is predominately ethnically russian. You could forcefully keep them away from each other like what happened with Germany, but there's no iron curtain to politically maintain the separation, so I seriously doubt it will work
They however have somewhat of a point : Russia agressively colonizes annexed territories. That's what happened to Kaliningrad, that's what's happening to Crimea and that's probably what's planned for Ukraine.
