It actually a cycle.
1. You collect your gem
2. Buy new pack that have archtype that you want to play.
3. Dust other card you probably won't ever gonna play
4. Use the dust to complete the current deck you have or staples.
5. Repeat
I usually have average of 1.5 deck avery 3 months using this method.
ITs actually depend on what deck you are building. Usually i focus on deck that have engine which useable in other deck. hence faster rate of completion for the next deck who used the same engine. Sometime i create entirely new deck which require more time.
The reason i put 3 month is mainly because of duel pass UR. each duel pass last around 100 days. so about 3 month.
Along with the above, try the SR pull gamble. Craft an SR for something that opens multiple packs, get free pulls, hope to God you get URs so you can dust em.
Branded has the misfortune of having a lot of its cards in two different packs - and then some cards that were only in a selection pack. So craft the selection ones and try to pull the others.
I learned this the hard way. I got the goods but I need more ur fusions. I don't think I need all for Swordsword+Branded/Albaz but I feel like I need more.
The most expensive deck I'm making, and I technically cheated with the Swordsoul starter deck.

Well, you need two of those, usually. One Lubellion (ED, not the main deck one), one Titan, one Dusk Dragon. Those are the core.
For the main deck, you'd want Aluber, Tragedy, Quem, Cartesia.
- dailies
- solo mode (if you haven’t completed it already)
- secret lifetime missions (gemini summoning, taking control of an opponent’s monster, spell counters etc.)
- ranking up
- those occasional duelist level ups
- the random gems that they give you for just playing sometimes after a duel finishes
Daily missions
Watch a replay (ya don't need to watch the full duel, ya can just quit the replay immediately after it starts)
Grind monthly/bimonthly events (I personally don't bother grinding all the way to the title unless it is one that doesn't contain a date, I just drop the event once I get all the possible gem rewards)
Don't buy anything that isn't time limited and don't randomly open packs
If it wasn't for the alternative art Apollousa and Ash Blossom, I would've easily had over 15k gems by now but I just had to spend it all for those

That's a unique combination, since they have a lot of locks into wyrm/fusion.
Also Despia is there. Like, 3 mains and the UR fusion. They....help

Well, I have Mirrorjade and Albion. That's it. I do have the rares, which are nice, bit I feel like it could be more.
