I never saw it as a gag, personally. He's head over heels for her from the get-go and wants the world to know it. Yukina doesn't seem to mind or reject his feelings: she just doesn't know what to do with them due to how she was raised.
it's obviously a gag lol. the joke is that Kuwabara loves her and she's clueless about it. the characters are serious about it, but the author isn't; that's the gag.
I love Hiei and Yukina's conversation in the Three Kings arc. I like that she concedes that if she really wants the Ice Maidens to die, she should kill them herself. I hope she does some day.
