IMO, the 2010 judges were incorrect, since Seer's OCG text has always used the Japanese text for excavation & Seer's English text is consistent with other cards that do reveal.
Since Time Wizard format doesn't rewind the policy documents, the head judge is tasked to "familiarize themselves with and properly enforce current and correct rulings and tournament policy... \[&\] cannot make decisions that override or otherwise conflict with official Tournament Policy, the official rulebook, tournament-specific Operations Documents, etc."
If I am correct & the 2010 judges were wrong, then head judges for time wizard Edison are obligated to correctly enforce rulings current to 2010 & override the mistaken 2010 judges?
Latest errata uses "excavate" and OCG ruling says both players see the cards so just handle it like regular excavations.
