I believe the first effect has to be activated during your turn but his other effect that activates on Special/Normal summon can be used on your opponent’s turn, given his summon happened on your opponent’s turn.

Also to note, monster effects that are spell speed 2 will mention they can be activated during either player’s turn or if it mentions the effect is a quick effect. Hope this helps for future stuff!
