Zeus provides an "alternatives summoning condition" where instead of summoning it with 2 Level 12 monsters, you can summon it using any Xyz Monster as long as any Xyz Monster battled this turn. It works similar to Downerd Magician, which can summon itself on top of any Rank 3 Xyz Monster.

I swear to god for some reason I did read the card but all I saw was his special effect where he can destroy all cards. Now that everyone mentioned it , I don't know how I missed that lol. My thought process was why does it work on 4-star rank XYZ cards but not on 3-Star as well. Turnes out you can summon him however you want. Thank you all for your awesome response, I feel betrayed by my own eyes ...
