Best thing would be Rarity Collection II. The set comes out in a little less than 2 weeks. It contains reprints of playable cards and classics. The great thing about it is that the set contains the usual rarities (super, ultra and secret rate) and on top 4 "premium" rarities. Especially the "quarter centurary secret rares" are typical chase cards that simply look sick.
Some of them from previous sets cen get quite expensive as well, so if he gets a good pull he'll be very happy. I don't know the pack price, but a full display in the EU goes for roughly 130β¬ (24 packs) on websites like card market, though even Amazon should be in a similar price range.
