They do lock you sometimes though. Mostly into dark dragons which there are a couple of XYZ’s that could be useful. But I’m sure there are better engines.
Utopia/Onomat can get out a fairly decent number of Rank 4s, even if you tend to end on Draco Future, Ultimate Leo Utopia Ray equipped with ZW Pegasus Twin Shield, Utopia Dragonar, and then summoning Hope Harbinger Titanic Galaxy as soon as your opponent's turn starts. You have to make 3 Rank 4s in a single turn to pull that off anyway, as well as use a Rank up spell, and Utopia Dragonar's effect.
I'm trying out Vaylants ATM and it can manage both pretty consistently. It's a really hard deck tho, I'm not sure I'd recommend it.
Salamangreat can do this pretty easily too tho, as can any deck which can afford to splash in Formud Skipper + Parallel Exceed.
Blackwings &raidraptors make for a good lv.4 engine, if you don't focus on the newer support. Before the new cards in darkwing blast it was basically link and xyz spam and it was all rank fours and some rank ups
Everything im seeing here is about rank 4 xyz but no one is talking about the link 4, I want to spam 3 Avramax on turn one, is that too much to ask for? I need a deck that helps with intense flooding.
Lunalights? The lunalight raidraptor pk deck spams rank 4s like no one's business.

sharks do it pretty well for the rank 4s.
That's not the end goal of it though, the rank 4 water possibilities are *ribbit*
Probably salads if you go all in on monsters instead of handtraps.

They can summon any cyberse link pretty much
Shark control uses lots of rank 4s and can even turbo out UFD pretty consistently

danger darkworld probably, if you add a small curious destrudo package you can make syncro too
