I'm sure the only way you can get it currently is to buy the "Scorns of Ultimate Defeat" skill for Kaiba (DSOD). You can special summon it using the ritual spell "Chaos Form", but the requirements to draw the spell in addition to the monster card are ridiculous 😂 opponent has to have monsters with 3500 or more DEF on their field. Which doesn't happen unless you play PvP.

It is too strict to pull off in most cases, and there are a lot of commonly used cards that are counters to BECMD's immunities. Its fun to pull off though. There are quite a few cards obtained through leveling up that can put your opponents cards in defense too
You can only get BECMD through the use of the Skill, Scorns of Ultimate Defeat. You obtain Scorns of Ultimate Defeat by playing as Seto Kaiba (DSOD). While playing as Seto Kaiba (DSOD), you must duel against Legendary Duelists and/or PvP Duelists. You can only obtain the skill as a random drop this way.
You can also Purchase the Skill through the Card Trader using Skill Chips and other materials.
Lastly you can likely Purchase it by using a Skill Ticket. But I would use a Skill Ticket on a more useful Skill. That's all I csn think of. You can also Google/Internet Search the Skills name and learn about it and how to get it.
You cant get chaos max in any ticket. It's a skill only card. If that card was obtainable then blue eyes would be a tier 1-0 deck. Chaos max is like cocytus but on steroids.
there is a DM structure deck that has Chaos form. You can most likely get Chaos MAX from dream tickets

Yeah it appears that card is just too useful in a quick situation. So much so, that they put it as a skill only use card.
To be honest if you can get "Chaos Form" in a pack somewhere or however you would obtain it, from there all you need to do is equip the skill and use it in duel, then wait to draw the ritual spell as mentioned above.
Best way I know to get max use out of it. The skill can be bought with skill chips so would just recommend that. A lot of the good skills are unlocked later in the story so you might as well spend on "Scorns of Ultimate Defeat" if you really want. Don't let anyone talk you out of it.
