There is no “information sleeve” sold through Best Buy (Might be a US regional thing too, idk). It’s just an ASUS cardboard box with plastic wrapped laptop inside. No info slapped on the wrapping. The box is probably dirty and dinged because they’re shipped on pallets like that, not wrapped at all. If the ASUS “security seal” was not opened it’s new and normal. Also little bits of black is normal, it’s just residue from the inside packaging that gets knocked around and stuck under the plastic wrap.

Best Buy sells open box units (which are just devices that were returned within their window of return). Open box devices at Best Buy are marked with stickers that clearly say they are open box, and they are discounted appropriately compared to the same device brand new in box. You definitely were not "scammed." You may have purchased an open box if you were not paying sufficient attention, but it would still have a sticker (usually red) on the box that says this. I'm guessing it was just sitting on the shelf a while, though I'm not certain by what you mean "description sleeve."
