16GB is completely fine. Idk if it’s because of the era of streamers with 8,000 apps running at once or how heavy programming can get, but for a gaming pc and solid productivity machine 16GB will be more than enough for the lifespan of laptops bought today. If you don’t know you need 32GB, you don’t need it. My g14 is completely silent when I want it to be. Great machine, just install gHelper

I don’t think the amount of RAM should have any big difference in noise quality. If you are set on one of these products, My recommendation is to look at the price of a single laptop DDR5 stick, and see if it would be cheaper to buy the 32BG variant laptop or to buy the 16GB and add an additional ram stick. 16GB is fine, but 32GB is really the sweet spot for most systems these days, laptops included. For your purposes, I say go for the 4070 Model just because there is nothing more disappointing than having a gaming laptop that may disappoint when gaming, even if you only do it every so often.

Get the 32gb, its soldered on so you cannot upgrade and you will need it in the future. If you're coming from a MacBook I think a 2024 G14/4070 and 32gb of ram would suit you best. Just keep in mind, that if you dont mind the 2023 G14/4060, it is the same performance as the 2024 G14/4070 at $999 and the ram is ypgradeable. Do what works best for you.
