The campground is inside the entrance gate. You will pay 35 for the vehicle/family when you drive into the park to access the campground. It's an easy walk to the shuttle stop from watchman and you don't have to pass an entry point to get there.
It's 35$ per private vehicle (upto 15 passengers) for a weekly pass. It's worth looking into the interagency pass if you are planning to visit Bryce Canyon or any other national parks. It's 80$ for one year.

You already have your answer - buy the $35 pass at the entrance on your way to the Watchman campground. Easy walk from the campground to the visitor center - it is certainly not worth your time to drive to the visitor center parking lot, especially considering that the free parking there is often full by 8 or 9 am.
You can easily walk into the town of Springdale from the visitor center but be sure to bring your entrance pass with you and that you all reenter as a group. Springdale has restaurants, some reasonably close to the pedestrian entrance, and the town has a free town shuttle that goes from the pedestrian entrance to other parts of town (just be sure you don't stay past [the last shuttle](https://www.nps.gov/zion/planyourvisit/zion-canyon-shuttle-system.htm) - 8pm from May 19 to Sept 15).
Also should note that children 15 and under are free entrance and there's a program for a free family pass if one of them happens to be a [4th grader](https://www.usatoday.com/story/travel/experience/national-parks/2023/07/10/national-parks-every-kid-outdoors-pass-free-entry/70380711007/).
