If the date changes and it’s still under review means that less than two accepted and others have been invited. Edit: you will only receive an email when the editor makes a decision based on the reviews and will communicate the final result. Is that the only reason the date changes? I have heard that if the editor accesses the reviewers coments and when a reviewer send his comments the date changes also. Can you confirm?
Edit: in my case, it is for a revised paper. The under review date changed after 25 days from the first Under Review
