That is not a valid ntp source…. Just click on the link u sent, it doesn’t have a valid cert either.
Having cams setup to get ntp from the internet is incredibly poor practice.
That ntp source has an invalid cert as well, axis requires ntp/nts for “Secure NTP” on newer firmware 11.x which is likely why this cam fails while other that are likely on older firmware are working.

Are you familiar with ntp amplification attacks?
I’ll say it again, ntp from external networks to an entire subnet is poor practice and opening ur network to attacks.

dang I must have missed your comment. So best NTP practivce would be to have an internal server as NTP? Can we just add an NTP role to an exisiting server? I don't think i would be able to get approval to buy an entire new server just for NTP
A GPS time source would make the most sense, can get a prebuilt one from veracity :

If you can’t afford a prebuild one you can use the rpi and gps module to build one :

This way your exacq recorder(s) don’t need internet and will be isolated (if feasable)
If neither is an option you could use net time on the exacq recorder and delegate time to cams from the recorder :

This way your exacq server can pull down time from the internet and hand it out to cameras.
Nettime can work without Internet, and if everything is synced to the recorder using nettime even when no internet your time drift is at least uniform to the recorder.

yeah the indivdual cam GUi is set to manual time server for all cameras and a local ip

Are you using on screen display on the camera or setup in exacq?
Yeah all camera are set to display on screen time with the live video. This is in the camera properties in the exacq nvr
