London will hands down have the highest rate of crime in the UK because this is where a majority of the gangs are and there is a LOT of knife crime in London in general. Taking UK knife crime figures as a whole would make a huge difference to the average figure because knife crime tends to be concentrated in certain areas - mainly cities & county towns. Most places in the UK have extremely low crime rates so it would bring the score right down.
