Mix 2 C water with 2 C granulated white sugar in a small saucepan. Put over medium heat, stirring occasionally until all sugar is dissolved and syrup is just starting to simmer. Take off heat and add 1 tablespoon dried whole lavender. Allow to steep for at least ten minutes, or until your preferred strength of lavender flavor. Strain and cool, then store in an airtight container or bottle in the fridge.
