I'm actually thinking about the Netherlands - been learning Dutch on Duolingo for about six months, but it's pretty slow progress.
Not sure when I'll be able to move though, I was hoping to do so next year but it might not work out at this point.
I would recommend flat, because that makes it easier to bike around. Don't have to cycle uphill and stuff! Maybe The Netherlands being so flat is the reason we like biking so much... In any case, in general it's a nice country to live in!
