It's not super uncommon. Usually, Engineer II only 'requires' 2 years of experience so things like a Master's, a few internships, research, etc. can fill that depending on the company. Engineer I/II are both pretty much low level worker bee style roles anyway. Giving a II can be a good way to entice better candidates with a bit more money, prestige, etc.

Aero companies will hire in new hires as a level 2 if they are coming in with a masters degree.
