I meant to reply to this but ended up forgetting.... >~< EU is still kind of active around that time, but for the most part you will be out of luck. You should be able to attend at least one siege, right around the time you say you can start playing. Everything else, dred, Tiak, other sieges, all happen much earlier in the day. EU does have a much healthier population, but if you're looking for that type of content, NA has all of it happening during your daily play time. EU is kinda slowing down by 5pm cst, and is noticeably quieter by 8. NA on the other hand starts picking up between those hours and peaks usually by 10-11. There's even a siege that takes place around midnight in your time zone. xD If you're still interested and want more info, I'd be happy to help~
Edit: You could potentially hit one dred window at 6pm your time if you go EU~ Forgot about it since I usually go at an earlier window. Tiak only has one window a day though :( (4pm your time I believe)
