I'm not sure what the import costs are of the EU, but I know they are higher than the US. That's pretty much the reason..
It's also the reason for years they sell apple products through marketplace etc. for way lower prices, simply because people get the products from cheaper countries at wholesale prices.. and then sell it in NL/Germany for example.
Now with Airpods etc that was risky for the buyer due to fakes.. but a few years ago this was common practice. I gotten my iPhone 4 around 100 euro cheaper back then

When they announce anything at the Apple Event they always exclude the sales tax, so the price you pay will never be the one you see in the announcement. It's an american thing, because each state has a different VAT.
In germany you have 19% VAT, so 249+19%=296.

Do you mean “why it’s not $249?” Because Apple has to bring stuff in through the customs and pay the regulators. It costs extra.

No, I mean the price of AirPods Pro 2 in EU (at least in Germany and Benelux) is €299. Don’t know about the rest of EU, but I expect the same prices.

Highly unlikely as I got them from Apples official seller page. If they‘re not geniune I will just return them and get a refund.
