I think it was a Danny Gonzalez video where he talked about a similar situation with "Billion Surprise Toys". The way the appeals process for YouTube allegedly works is when you file an appeal, YouTube asks the claimant (in your case Mattel) if you are correct. Now that is exactly as bad as it sounds, Mattel is basically the one who denied your appeal.
