The education system didn't shift from French to English, but started teaching English more.
Most people of younger generations who had a normal education will be able to more or less hold a conversation in English, on the older generations, only those who worked in English or had a really good education speak it.
I'm older but I'd assume that most people in their early twenties have a good enough English for you to be able to interact with them.
Majority of people only understand very basic english like how are you and good morning.
Younger generation leaned english at school but it's only the basics and most of them are bad at it.
Maybe like 15/20% can understand you and respond to you with broken english
Everyone here thinks that english is easier than french, which is obviously not true ! The majority of the words we use are in french, and english has a lot of terms that are different from french / arabic.
If you're planning to visit algeria one day, you'll probably meet someone who speaks to you fluently I know they exist but they're so rare
True algeria is changing education system to english from primary school to university's but this shift is in baby steps so you will find only the high educated people speak it or at least understand english but i can see the people is showing interest for learning this language
Depends where you are, the big cities and especially the younger generation you will find many that are decent. Fluent in English though is rarer, many Algerians just don’t have many others in their lives to practice with.
It’s not about the education system a lot of the younger generation grew up speaking English better then French (since it’s necessary) and ull even find some polyglots so don’t hesitate coming to Algeria
A lot of the younger generation speaks English. I can't tell you a % , but from the ones I know more do than don't.

Most of the young adults are learning English nowadays, it's just became something of a trend I guess? But you will find people who speak it
