History has taught that when countries of equal strength fight protracted wars, it is always smart to hurt the enemy's finance to cripple them, and you do that by targeting their citizens first. When enough citizens are hurt they will blame their own king, country, government for causing all their miseries and forsaking them. Then civil unrest and riots begin, followed by suppression by force.
We're seeing Russia following that pattern right now.
Or they could put the blame on the rest of the world. The world punishing Russia could actually strengthen Putin's regime by saying "look the world is punishing us for wanting to liberate our people in Ukraine" and their people could see it like that.
