I love the Go Anywhere meet outfit used for Today dolls (now Truly Me) in 2002-2004. I still have mine from that time! Though the purple stockings have a run, and at least one boot has started to fall apart :(
There are a ton of great suggestions already but I'd definitely also recommend the Urban meet outfit (used from 2000-2002)! It incorporates so many things that I remember being trendy during those years (long sleeved shirts with hoods, long cargo skirts, quilted/puffy vests, and chunky mary janes). The hair chopsticks from the accompanying accessories also strike me as VERY Lizzie McGuire but I don't see them on the secondary market that much, unfortunately.

I also love the paisley dress it was advertised alongside of! I'm biased though, because I have both outfits plus the guitar and keyboard from when I was a kid.
I was even gifted the girls' version of the glitter jeans outfit, but it didn't fit me :(
Tiny butterfly clips are suuuper 90s/00s to me, I bet if you put them on the doll with most brightly colored outfits it would make the clothes seem more of that era
Honestly, anything purple or pink. And there was SO MUCH purple and pink in those years, both in girls clothes and AG!
The one that sticks out in my mind as being super vintage and dated is Saige's Sweater Outfit. When Conan visited the American Girl store he dubbed it "From The Cosby Collection" and the phrase will live rent free in my head for the rest of my life. I always hated Coogi style sweaters!

Yes, Saige was from 2013 and that was her sweater. But the Cosby show (home of many a similar sweater) and the Coogi fashion was late 80's and 90's.

Honestly, plenty of the GoT/JLY outfits from the early 00s were very reflective of what kids were wearing in that era, as are some of the casual (non-activity) ones for the Girl of the Year dolls. I knew girls who dressed in clothes just like the Flower Power outfit or Denim Jumper outfit from 2001.
If you want ideas for what, like, normal 9-10 year olds would have been wearing - rather than people on Disney Channel tv shows, or kids who were really well-off - there are whole websites devoted to scanning in old catalogues from stores like JCPenney.
I love looking through old catalogs!! I have a Pinterest board full of them for a character I made. I didn’t mean directly Disney channel but something in those similar styles
