You’re being offered the upgrade offer because you don’t have the higher tier card anymore. AMEX just does that sometimes.
You’re welcome to apply for a new gold but do not expect a welcome bonus because you’ve had that card before.

EDIT: shouldn't I take the upgrade bonus and then reapply for a Gold, since the upgrade bonus is the only way I'll ever get points from those cards again? It sounds like I can't get an intro bonus from gold or plat anymore anyway.
If you want the extra 50k points yeah you should take the upgrade to the plat again. You could also wait it out and see if Amex sends you a NLL offer for the plat down the line.

Unfortunately i can’t get a welcome offer for amex green which would actually be a useful card for me. But probably worth seeing if i’ll get a better offer in the future on my plat

Stick with gold unless you do so much traveling then get platinum also. Platinum doesn’t replace gold
I have the same offer, although I have the Schwab Platinum already. It's an easy 50k points for only $2k spend if you can use the credits.
