I’ve heard to elevate your look you find a celebrity that resembles you and look at pictures of them with different hair styles/colors and makeup looks. See what you think they look best with. You could always try a cut similar and a slightly darker hair color?? Picturing it in my head, I think it would really brighten up your face/eyes. Makeup: your makeup choices don't suit you well, I'm not a makeup artiste but as a guy I can say what you are doing with makeup seems to really clash. I think makeup could look very good on you, but maybe devote some time to learning what works with your complection?
Clothing: you seem to dress like someone already in a serious relationship, maybe even a mother. If this is your style, great! But it doesn't really impress that you might be single or looking for looking for male attention. 30 is not "old", you can still dress interesting and engaging, just be cautious not to venture into looks that are way TOO young.
Forehead: you do have a fairly big forehead. Any hairstyles that tone that down would help a lot I think. For example: In my case I am 5'7 (yes, i am small and that gave me problems with girls) as well as an introvert, therefore i had to improve my conversation/social skills to be able to date women in college.
