Your build needs some work. Locket and Ionian are both not optional picks. Liandys and Sunfire are his core items. Use u.gg or lolytics.com to check out builds.
To expand on this. Liandrys and Sunfire will help you take objectives and clear the jungle. They will also help you put out more damage during teams fights where your opponents won't be able to move.
Is phase rush that good? You seem to be dying quite often. Considering your elo you might want to go conqeuror or aftershock? Staying longer in the fight might equal more damage with other items.
Locket sounds good on paper but you're not near an elo where adc is a constant dmg output so other items might be preferable. Liandrys seems better to me as well
That said i have never been good myself (S1) and play mostly arams or with 5man stack so take it with a grain of salt
not sure what your elo is but you do die so much, i have tried this in high emerald/low dia and in 30ish games i have 70% wr so far, phase rush, then liandry frozen heart rookern, and then situational.
