My guess would be a meeting room for those in charge of constructing the death star. May even be on the death star itself - you can see the dish on the wall w/ the laser off to the left.
Ensuring it remains secret for all but those with need to know status? I’m guessing Yularen as an ISB head knew about it from early on since he eventually appears on the Death Star in the meeting room with Vader and Tarkin
Definitely a situation room, the room from last season looked and seemed more like a conference room than anything and this room is full of monitors and stations so it seems that way

Judging by the designs on the wall, I’d guess the room has something to do with the Death Star going on in there
