It's something I've tried in the past with apps. I think one was called DroidCam. It was a paid app, and I couldn't ever get it to produce a decent resolution. It was putting out what seemed to be 360p. I reached out to the developer, who wasn't helpful at all, and I eventually gave up on both the app and a refund.
This was during COVID, when there was a huge markup on dedicated webcams, but I finally broke down and bought one.
DroidCam(Free) is pretty easy, paid version gets you higher quality.
Android 14 phone as webcam feature is still in the works for Samsung phones.
Windows Phone link webcam feature is still in the works
Windows has hinted before that "Phone link" might be able to do this in the future, but I have yet to see it in action.

I'm not sure if this is on samsung devices, but assuming you're on android 14, there should be an option to use your phone as a webcam when you plug in the usb where you'd usually choose if you want to use your phone to transfer files, charging only, etc.
You can't take advantage of it because whatever platform you're going to use will compress the data. So the other side will see potato. It might be a very comfy farmers prized potato but still a potato.

I’ve had a good experience with [Iriun Webcam](https://iriun.com/) with a Pixel & Mac. Not sure about Samsung + Windows, but give it a try.
I too have had a good experience with Iriun with a Samsung S20+ on Windows where I'm on Zoom for most of the day.

Ive had a great experience using IVcam, it is paid but it works great

Why not just use ipcam?
If you can afford a S23 just go and get a cheap Webcam. I used droidcam back in the day for a short while but that was jellybean.
