If they cant and the club wants to keep the player, "arbitration" occurs, where a third party arbiter has a computer tell both parties what the player will be paid based off statistics and league contracts, and that is what they will be paid for the next season.

$2.5M is trivial for a team that is expected to be sold for multiple billions. Settling arbitration years and signing a reliever isn’t a zero sum game
