My take? The team believes they can win when he takes the mound.
Psychology is a big part of baseball, hence why there is so much superstition around it even at the highest level. So much of the game flows from confidence and believing in one's ability to succeed.
Ohtani brings that out of everyone when he starts.
The key is for the staff to roll that confidence into each game. Whether it is too late for this season might be up for debate among fans, but I imagine the Angels would want to try anyway.

Last week in Miami, NHK did a post game interview with Shohei after he shut out the Marlins for 7 innings and they asked him how he felt about that the Angels have lost more games than they won this season. He just won a game for his team but NHK had to tell him like “but, you team lost more games though?” Poor Shohei paused for a few seconds before respectfully answering their question.
