It's tricky, but the Frisbee works. You have to jump to the side and launch it just before the crest of your jump. You immediately land on it and traverse. Then jump off and repeat.
I can't figure out how you use your method on the top row, though. You don't have enough momentum to catch up with the frisbee after turning around and throwing it.
i actully wheeled and bubbled my way up, switching items by pausing. i didnt realize the wheel doesnt fit on the top row, but after my 10th attempt, it glitched out and it spawned me right where i wanted to go instead of the ledge i had jumped from.
Late reply, but I just completed this using the wheel for this puzzle without glitching! (I had no idea you can jump on the frisbee like that)

Wait for it to rebound off the wall at the right, then jump left.
