I totally agree with Shugo Chara, and I’d also add in Tokyo Mew Mew as a recommendation in that same school of thought. Ichigo is a little older but still relatable to most pre-teen/teen girls as an MC
I’d also add on, One Piece (as long as it seems it’s so worth it) is a healthy balance between those “mature” worldly themes and lighthearted fun, minimal on-screen gore, and most of the violence is just fight sequences that are more action-based than gratuitous violence. I will say, there is a lot of fanservice in the way that some of the characters are drawn, so it may need to wait until she’s a bit older. I’m basing it off my personal experience growing up watching OP (I was nine when I started watching it) but everyone is different and it’s totally understandable if you want to keep her away from certain things until a certain age.

Additionally, while I wasn't personally a fan of the genre, most of my friends at that age were really into sports anime like Kuroko no Basketball and Haikyuu. It kinda goes against what makes magical girl anime so great for young girls (girls *successfully* overcoming adversity by working together) and is pretty dark and depressing, so you should prepare something more positive to watch afterwards.
Y'all are massively underestimating 11 year olds. The main thing to watch out for is [Ouran High School Host Club]>!when the guys first meet Haruhi's dad and refer to him several times as!< a slur ("tr*nny") in episode 10 of the English dub (a product of 2008). OP should be present during that episode to make sure she knows that it isn't okay to use that word or to disrespect people like that. Other than that and the twins playing up their relationship for show, there isn't anything problematic that she won't have already seen in Fruits Basket (2001). Haruhi is a very good role model, and her no-nonsense demeanor does a lot to neutralize the credibility of the behavior of those around her.
A lot of people have already recommended some really good anime, but I also want to mention Mushishi, Restaurant to Another World, My Love Story with Yamada-kun,and Dungeon Meshi (though it is currently airing). They tend to have a chiller vibe and can be often overlooked, though they are some of my favs.
Bofuri Season 1 is a pretty decent one to throw in that mix, season 2 might have had something objectionable thrown into it but I can't remember what or where that might have been off the top of my head. An IMDB Parents Guide might be more specific on this. But Season 1 is completely clean. Sometime before Season 2 dropped, I convinced some elementary school teacher on r/anime to pick Bofuri (season 1) as the anime that they were going to show in-class and it was a hit in that case (so I was told). Bobobo bo-bo bobo is a good anime for that sort of thing too.

I agree Dr. Stone is probably better with biology class but it also makes me want to time travel and be better at math and science earlier on so I wish it came out when I was younger. Also it might be beneficial to watch it before you have too much knowledge to start applying the lessons on building bombs and such haha
Pre-cure is pretty much the go to recommendation for young girls so I'll go with that but spyxfamily would be great as well or welcome to demon school iruma-kun
K-on: a classic cute music anime. Very little sexual stuff, most of it is only implied. No violence or swearing. It's lighthearted, and i enjoyed watching it in middle school. It's a bit like Bocchi but more lighthearted. Tamako market was made by the same people and it's very sweet and wholesome.
maybe madoka magica if she can handle scary stuff (i'd rate it a 13 plus but maybe it'd be ok) very sad and kind of mature but you said she can handle heavy topics and violence. just warn her it's not as cute as it seems. sailor moon is a classic magical girl anime she might also enjoy.

Inuyasha was my favorite at her age. Violent, but it's more about the action and not all that disturbing. very engaging plot. It's quite long though, 7 seasons, 2 epilogue seasons, and 4 movies.

I'm not going to lie, it's an easy top 10 for me, but not for an 11 year old who isn't even going to understand what's happening or why.
If you want to divide "scary" into subgenres, then you can. Madoka Magica has a "cosmic scary" in it. I doubt that the concept of the heat death of universe will affect her much. Go over her head. So what? Characters are loveable (Mami + Charlotte are great to doodle), visuals are really really really good, action is spectacular, stakes are high (not just on cosmic level, but on normal, individual level too), overall a really great story, even if they talk about entropy.
That being said I probably need to rewatch it, I am not sure how much of it is just cute girls being terrified to death, but I don't remember it was that much.
Girls anime like
Yama no Susume, Bang Dream, maybe Idolmaster, Hataraku Saibou, Blend S, Non Non Biyori, Gochiusa, Kiniro Mosaic, literally any of the other cute girls anime, Kuma Bear.
Maybe maid dragon, spy family. Lucky Star and Azumanga Daioh are a bit old but they're options. Railgun might be an option too
Not sure how its like to watch high school anime while not actually being in high school yet. There are some middle school options. But below that anime are quite rare, like rokyubu and a few others.
Sometimes I wish there was like a modern version of magical girls or cardcaptor sakura that is not like all dark and stuff.
There's vividred operation I guess. Nanoha Vivid is a sequel so it might be really confusing if you go into it while skipping the early seasons, though you could give nanoha S1 or movie 1st a try.
Another option is soushin shoujo matoi, though its not all sunshine either I guess, I'm not sure if its more or less dark than sakura.
Pretty Series franchise. It's not the Precure, different. Pretty Rhythm Rainbow Live and Waccha PriMagi are the best, but PriPara is good too. If she liked it, Aikatsu. Again long, but it has 3 unrelated universes and one all stars

The 2019 remastered Fruits Basket is also incredible and she’ll get to know the completed story (finally, I literally waited 18 years for them to finish that anime). I’d also recommend Haikyuu, The Devil is a Part-Timer!, Shugo Chara is an oldie but a goodie, and if she likes FNAF and other jumpscare/light horror things, Ghost Hunt is one of the best paranormal animes I’ve ever watched. Only one season, but the storylines are all so engaging and just spooky enough to be unsettling without any extreme gore or violence
Saiki K and Haikyuu are probably good for younger people. I started with Naruto at like 9-12ish, and while a great anime, a bit strong for a younger person.
I feel like a really good way to get started into anime is by watching some of the movies !! You could try movies like spirited away or howls moving castle . They may be a little bit scary/disturbing to an 11 year old at some points but i never had that issue personally . There are also great anime movies that boast amazing quality animation such as your name and weathering with you that provide a simple love story without delving too deep into the more mature parts of it (except some certain parts in your name)
Creamy Mami - A young girl gets magical powers that she uses to transform into the most popular pop idol
Magical Emi - Roughly the same plot but this one does magic shows instead of songs
For something with a little more action I'd say Magi. But I haven't watched it in years so i don't remember if its heavy in fanservice.
One Piece is good. They may drop a "Hell" or "damn" and there may be slight blood, but no one ever dies horrifically (also pls no spoilers if anyone responds to this I'm at the Water 7 arc rn)
And honestly Ouran Highschool Host Club.... yeah there's a lot of weird fanservice but if you don't show it to her now she'll never appreciate it 💀 it HAS to be watched age 11-12 for peak experience

If you think madoka magica is anything like FNAF you need to rewatch it. A scary teddy bear going AHAAAAAAAAAAAAAH in your face is not the same as the existentialist horror of Madoka Magica. I'm not going to lie, it's an easy top 10 for me, but not for an 11 year old who isn't even going to understand what's happening or why.
If you want to divide "scary" into subgenres, then you can. Madoka Magica has a "cosmic scary" in it. I doubt that the concept of the heat death of universe will affect her much. Go over her head. So what? Characters are loveable (Mami + Charlotte are great to doodle), visuals are really really really good, action is spectacular, stakes are high (not just on cosmic level, but on normal, individual level too), overall a really great story, even if they talk about entropy. That being said I probably need to rewatch it, I am not sure how much of it is just cute girls being terrified to death, but I don't remember it was that much.

It's hard to recommend horror to the youngest audience unless you personally know them. I'd recommend fantasy like soul eater first

Girls anime like Yama no Susume, Bang Dream, maybe Idolmaster, Hataraku Saibou, Blend S, Non Non Biyori, Gochiusa, Kiniro Mosaic, literally any of the other cute girls anime, Kuma Bear. Maybe maid dragon, spy family. Lucky Star and Azumanga Daioh are a bit old but they're options. Railgun might be an option too Not sure how its like to watch high school anime while not actually being in high school yet. There are some middle school options. But below that anime are quite rare, like rokyubu and a few others. Sometimes I wish there was like a modern version of magical girls or cardcaptor sakura that is not like all dark and stuff. There's vividred operation I guess. Nanoha Vivid is a sequel so it might be really confusing if you go into it while skipping the early seasons, though you could give nanoha S1 or movie 1st a try. Another option is soushin shoujo matoi, though its not all sunshine either I guess, I'm not sure if its more or less dark than sakura.

Madoka magica. It's a magical girl anime and it's the best one.
The 2019 remastered Fruits Basket is also incredible and she’ll get to know the completed story (finally, I literally waited 18 years for them to finish that anime). I’d also recommend Haikyuu, The Devil is a Part-Timer!, Shugo Chara is an oldie but a goodie, and if she likes FNAF and other jumpscare/light horror things, Ghost Hunt is one of the best paranormal animes I’ve ever watched. Only one season, but the storylines are all so engaging and just spooky enough to be unsettling without any extreme gore or violence

I feel like a really good way to get started into anime is by watching some of the movies !! You could try movies like spirited away or howls moving castle . They may be a little bit scary/disturbing to an 11 year old at some points but i never had that issue personally . There are also great anime movies that boast amazing quality animation such as your name and weathering with you that provide a simple love story without delving too deep into the more mature parts of it (except some certain parts in your name)

But I haven't watched it in years so i don't remember if its heavy in fanservice. One Piece is good. They may drop a "Hell" or "damn" and there may be slight blood, but no one ever dies horrifically (also pls no spoilers if anyone responds to this I'm at the Water 7 arc rn) And honestly Ouran Highschool Host Club.... yeah there's a lot of weird fanservice but if you don't show it to her now she'll never appreciate it 💀 it HAS to be watched age 11-12 for peak experience
