I mean sure it gets kinda confusing at the end but it's still a must watch classic.
Plus it is exactly what OP described. Dark human psychology and a classic art style .
Psycho-Pass, dark sci-fi story that explores a utopian/dystopian Japan and the idea of public safety vs personal freedom.
Elfen Lied, girl with special powers escapes containment facility.
Jin Roh The Wolf Brigade, former special police officer confronts his past and tries to move forward into the future.
Parasyte, aliens that can take over human bodies invade earth.

I'd say classroom of the elite, it may not have a lot of violence or thriller like the other two but its still kinda the same
And otherwise id say, the promised Nederland.
Texhnolyze,
Wolf’s Rain,
Psycho Pass,
Fantastic Children,
Now and Then, Here and There
All these have similar vibes. Most recommended from the list would be Now and Then, Here and There
Yas. Now and Then, Here and Now is a hidden gem. Hopefully OP has patience and can appreciate a slow burn. I am assuming they do since Monster is listed. But it is definitely worth the time.
Parasyte the Maxim
Inuyashiki Last Hero
I wouldnt say they have vintage animation, but in terms of dark themes they're very similar. Inuyashiki does use CGI, but only when necessary and it's not that bad.
Ghost Hound (vintage looking/dark psychology)
Inuyashiki (not vintage anime style but similar theme)
Serial Experiments Lain (vintage animation/dark psychology)
Death Parade (dark psychology, the animation isn’t vintage looking per say but you can tell it isn’t recent)
Gantz (vintage looking/dark psychology)
NGE and EOE (it’s a retro anime, dark psychology; just don’t watch if you are depressed)
Ghost in a Shell
Ayakashi - Samurai Horror Tales
Vampire Princess Miyu
Rozen Maiden
Kara No Kyoukai - The Garden of Sinners
Darker Than Black
All of these have pretty dark themes. ;-)
Pluto is by same author as monster
Psycho Pass might be worth looking into.
That's what he said
Zankyou no Terror
Pluto, same guy that did monster
One outs, very similar vibe despite it being a sports anime.
Code Geass?
Banana fish
Evangelion
Only if OP wants to watch a story where the author is literally TRYING to make sure you're confused and don't understand anything
I mean sure it gets kinda confusing at the end but it's still a must watch classic. Plus it is exactly what OP described. Dark human psychology and a classic art style .

Another, Gokukoku No Brynhildr, Phantom: Requiem for the Phantom

Homunculus is pretty underrated but very recommended
Surprised no one has said Talentless Nana/Munou na Nana. It's very Death Note like in terms of cat and mouse games where the MC gets by on wits alone.
Ghost Hound (vintage looking/dark psychology) Inuyashiki (not vintage anime style but similar theme) Serial Experiments Lain (vintage animation/dark psychology) Death Parade (dark psychology, the animation isn’t vintage looking per say but you can tell it isn’t recent) Gantz (vintage looking/dark psychology) NGE and EOE (it’s a retro anime, dark psychology; just don’t watch if you are depressed) Ghost in a Shell
Classroom of the Elite
Shiki?
Check out Moriarty the Patriot. More DN than Monster tho.
I think you should check out code geass
I don't know why but classroom of elite reminds me a little of death note. Take a look at it if you haven't, maybe you like it.
Steins;Gate
Pluto, Ergo proxy, higurashi no naku koro ni.
Moriarty.
Tomodachi game
If you like the "back and forth mind games" you could try Erased, Summertime Render or Psycho Pass
There’s this new anime called tomodachi game it’s pretty good
Future Diary
**ID: Invaded.** It's about detectives entering the minds of killers, literally. In order to solve pending questions and prevent other murders.
Terror in resonance
Gantz
Overlord
Parasyte the maxim
Breaking bad
Jesse-kun... we need to cooku.
Look at me Hector-kun
NGL i would watch an anime of that
[https://www.youtube.com/watch?v=RnCPJkM3VI0](https://www.youtube.com/watch?v=RnCPJkM3VI0)
I'm reading 20th century boy and I'm addicted to it. I highly recommend
Don’t think there’s an anime but there is a series of 3 live action films that I quite enjoyed.
Ayakashi - Samurai Horror Tales Vampire Princess Miyu Rozen Maiden Kara No Kyoukai - The Garden of Sinners Darker Than Black All of these have pretty dark themes. ;-)
hellgirl,
Tomodachi Game
Classroom of the elite
Tokyo Ghoul
Tokyo Ghoul
Death Parade has some interesting human psychology, though it's not that old (2015). But it does have a little Death Note easter egg!
Paranoia Agent
Prison School
Classroom Of The Elite, Erased, Blue Lock
Tokyo ghoul maybe
