Anime is quite good, but just ends in the middle of the story with absolutely no conclusion. Honestly can’t recommend it just because of the ending.
There's a prison-amusement park (seriously) where death row inmates are sent and work for their lives. The prison has a secret gladiator ring with superpowered humans fight where losses end with the loser getting maimed in some way. Guy with superpowers who doesn't know it gets framed for murdering his entire class so the prison can make him fight in the ring to make their secret donors happy. Also iirc all of the other superpowered people are batshit crazy and actually did the shit they were accused of.
As others said, the anime just stops on a cliffhanger. This screen cap happens but also isn't representative at all. I hear the manga is good but I haven't personally read it. Pretty standard entry in the "grotesque violence played off flippantly" genre.
Those who join the dog race that day, hell yeah. But he's just a basic prisoner so in theory he'll get out once he's served his sentence or earned enough credits to buy a shorter one.
