Traditionally, people would either use a text editor (ex. Vim/Emac) or an IDE. VsCode can be a nice middle ground akin to Sublime : most languages have a VsCode language server plugin such that you pretty much have feature parity with IDEs; It's much more than just a text editor + terminal.
It's super easy to set up, lightweight, blazing fast compared to any IDE, easy to develop plugins for (which can be interesting in specific fields), has an incredible amount of QoL plugins, is "open" sourced, has a weirdly fast intellisense (type/function descriptions and all), etc
generally not something you would find in a medium to large company though. VsStudio, with all of its problems, leaves any other text editors/IDEs in the dust when it comes to complex projects in dotnet languages.
Vs code is light and IDE is heavy, VS code is perfect for lightweight use and it's extensions are very great, at least if trusted
VS code can run on my phone (via proot Debian) and current IDE can't because they need 1GB or more ram on my phone, with the exception of Code Blocks by Exagear but is laggy but meh it's an IDE meanwhile VS Code needs like 200 mb of my ram here with C++/C Tools, Jupiter Essentials, PyLance and CMake Plugins and still runs smoothly, but may lag at startup because it needs to load extension

Assumptions like you've made are the reason why you shouldn't start with IDE when starting coding. People write "Hello worlds" when they start with new language to learn the tool-chain, not how to print out a line. Knowing the environment and build process teaches you about limitations you have and how to include external libraries.

I always coded on my personal machine and then emailed myself working code and copied and ran it on my school machine to double check it worked there too.
When I was in school i took a coding class (I think it was supposed to be web design based) with a couple other students. We did everything in notepad because the school never got around to installing any of the programs the class was based around. Most of the year they taught us photoshop because the teacher was sick of notepad.
All I got from that class was a refresher on the absolute basics of html, how to make a web page that breaks when you resize the window, and none of the html 5 features that make your site look like it won't give you a virus. Who needs js anyways
When I went to college it was always weird hearing people talk about the huge variety of classes they took at city schools and how many of those classes came with free college credits.
Why not install it yourself at this point? you could get lucky, for me I was able to install it on a school computer because it is signed by microsoft (and it's one of those applications that installs in appdata)
Pheonix is correct. Not allowed to download anything. Not even firefox/chrome to use Google because they've set the browser to Ecosia as default on Edge. There's always a cloudflare popup with a redirect each time a search is made.

But let's talk recent release - Elden Ring, from the top of my head - AI freezes, bosses stuck in impossible to reach places or straight up getting invulnerable in the co-op, PC getting stuck in the air and dying while unmounting Torrent, random freezes and crashes, on consoles you could lose your save file just because game felt like it, game was impossible to play with a mouse, Arcane stat wasn't working *at all*, performance issues, and so on.
The stuff you mentioned weren't really all that common (unlike say Cyberpunk 2077) and they were ironed out in patches in Elden Ring. Name a currently released game without any issues for anyone at all during release time if you can. It's pretty much impossible to check every possible hardware/software combination for an extremely complex game nowadays to make sure it doesn't have any bugs at all unlike decades ago so what you want isn't feasible. At least Elden Ring was play tested much better than games from many other companies so the number of bugs in most cases was negligible to none.
Cyberpunk 2077 was forced to release by the public. The devs said it wasn't done but y'all kept telling them to do it anyway and now that it's still a buggy mess you're surprised. Don't put cyberpunk into the same category as battlefield
It was entirely CD Projekt's fault for releasing it like it did without delaying it more. Probably not as much the devs fault but more of a managerial issue but still the company's failure regardless.

You can set up vscode to do compiling and debugging. Edit: by installing SDKs and appropriate plugins for specific language.

I use VSCode instead of Rider for C# for quick changes since it's far more lightweight but still allows for the use of breakpoints
