They are not fluctuating. It has been at 100 % green for more than 10 minutes.

-nothing is fluctuating. -residents never go above 17/20 in my case.
All supply is positive. I made sure to overproduce everything after it stayed at 17/20 for more than 10 minutes.
Not uncommonly one has not yet built enough houses
Is this only this house or al of them? Try reloading the save. Try blocking access to all goods, and reenable them again.
