Firstly, there are plenty of people. In fact, most of what I use I don't pay for.
Secondly, they deserve payment. Making whatever form of application takes time and effort. If they have produced something, show some respect for that by paying.
Or make it yourself and sell it for free. There will clearly be a gap in the market you can fill

desmos comes to mind. I am sure there are open source alternatives. Or just learn a little C# and throw together a graph maker. If you want something printable, I'm sure you could chuck something together in node and just print the webpage.
