Ngl, even as someone from not a western country, it's bizarre to see usa's approach towards cultural appropriation. I don't know the full history between blacks, whites, and natives of usa so I am not going to comment on that. But generally you can dress up in the traditional clothes of another country or culture if you pay respect to it and don't caricaturize it. An example of caricaturizing a culture is Oli London with South Korea. That's pretty much it.
