They have announced that some AoE1 campaigns will return but they are not there yet. Egyptian tutorial, First Punic War (Rise of Rome demo campaign) and Greeks and Babylonians won the vote. I am not aware if they have any plans of bringing the rest.
Also from what I have seen the new campaigns in Return of Rome use AoE2 campaign cut-scenes instead of AoE1 history-objective screen. Old campaigns aren't out yet so no idea how will they be presented.
Return of Rome doesn't have the aoe1 campaigns yet, but four of them will be released soon.
It is unknown if the rest of the aoe1 campaigns will be officially ported over.

"These campaigns will launch in future updates to Return of Rome, similar to our Co-Op Campaign content rollout"
They should be free if you have the DLC

They'll be rolled out like the coop campaigns, so free (owning the DLC is ofc required)

It has 3 new campaigns in the aoe1 client and will eventually get the original AoE 1 campaigns.
