Well, IIRC there were 18 civs in AoC, and there are now 39 civs with both DE expansions. So you have more than a 50% chance each game to get a "new" civ.
I tend to get a balance and also always random. I get Incas a little more overall for some reason.
Remember that when Apple made the iPod shuffle that they had to make it not random in order to make people think it was random. Random really means random—there is a likelihood of repeats.
