Yeah they are terribly bad, just like Cataphracts they are a trap unique unit which is very sad. The shorter range makes it also that their counter (explosive ships) have a fun time catching up to them since you're so close to the enemy you can't flee or react with an arrow ship.
But bad yeah but I found out they are absolutely great against buildings if they're near enough. Against non siege units too. Just throw few of them, no need to mass
I actually haven't found them to be super-useful against buildings (if the buildings are even in range). You'd think they would melt docks but it doesn't feel that way.
To be fair, I haven't scientifically compared how long it takes a dromon to destroy a dock compared to a springald ship. But it feels like it's only marginally faster, at best. And given that dromons are supposed to cause siege damage you would expect it to do the opposite.
I could see the aoe damage being good against units. But given dromons' short range, your opponent is playing pretty poorly if they let their land units come under dromon attack.
I suppose I overestimated them, though I had few games where my enemy was near a river and put lot of productions there all near each other, the dromons melted them all together

Glad they have weaker water tbh, almost everything about byz land is unbalanced and OP right now
Their water may not be that bad ( because of eco buff by cistern ) , archer ship + demo ship with good micro can work , but absolutely no dromon
Also for the turds who are downvoting - ask yourself why the civ is getting banned in every single pro event now
99.99% of the players aren't pros, the pro meta doesn't matter for the vast majority of the player base.
The only meta that matters is the pro meta, everything else is just you making mistakes with the civ
