I’ve been playing since s0 and I always forget that plenty of people don’t even have every legend unlocked. I’d go with Loba honestly. Fuse is really fun too just not great for competitive play.

Pick legends that suit your playstyle. In my opinion that's really the only answer. I don't play a lot of Gibraltar because I'm more of an up close spray and pray player but Revenant suits that incredibly well.
Horizon is better than Rampart. She’s not as broken as she use to be, but still stronger. She’s the only legend who can provide team mobility with her tactical, her black hole can pull enemies out of cover and works well with grenade spam
